The Utility Labor Council of New York State (ULC-NYS) strongly opposes the provisions of the New York HEAT Act (S4158, A4870), particularly those that propose decommissioning the existing natural gas infrastructure. Our opposition stems from several key concerns, including the economic, social, and technical impacts that such a plan would have on both the members and the communities they serve.
The ULC emphasizes that reliability concerns must be properly addressed, and the financial burden of conversion is likely to be significant. While we support the move toward cleaner energy, we advocate for a more balanced approach that considers the real-world impacts on New Yorkers and their ability to maintain reliable, affordable energy services. The ULC-NYS calls for transparent planning and robust support systems to ensure a just and equitable energy transition that doesn't disproportionately harm vulnerable communities or workers. https://www.nysenate.gov/legislation/bills/2023/S2016/amendment/A
